CITIZEN DEVS.

Every UAE enterprise that deploys a no-code agent platform meets the same wall within six months. IT owns the platform. IT builds the first three agents. Departments queue for the next thirty. Demand outstrips supply by an order of magnitude, and the platform investment starts looking like it produced a very expensive bottleneck.

The instinct at that point is to hire more IT engineers. The instinct is expensive and it does not scale. Q_01What is a citizen developer in the agentic AI context, and why does the distinction matter?

A citizen developer is a business user — not an IT engineer, not a data scientist — who builds, tests, and ships their own AI agents on the enterprise's governed no-code platform.

The distinction matters because the alternative is not "IT builds all the agents." The alternative is that departments build ungoverned agents on unmanaged platforms, and the governance conversation happens after the incident, not before.

Q_02How is quality actually managed when non-engineers ship production software?
Every citizen-built agent passes through the same governance overlay used by IT-built agents — approval gates, evaluation harnesses, audit logging, deployment limits. The guardrails are enforced by the platform, not by the citizen developer's discipline. The certification framework then adds a second layer: developers who ship agents outside acceptance criteria have their deployment rights suspended until re-certification. Quality is a platform property, not a training outcome.
Q_03How is this different from a general AI training programme?
General training builds awareness. B22 produces certified developers who ship production agents under governance. The output is measured in agents deployed and quality scores, not training hours delivered. If a wave ends with high satisfaction scores and zero shipped agents, we have not delivered. The programme is designed around that discipline.
Q_04Do we need to have deployed an agent platform first?
Yes. B22 assumes a governed no-code agent platform is already deployed — B20 No-Code Agent Platform Implementation delivers that. Running B22 without B20 in place produces developers with nothing to ship into. If you have not run B20, we sequence B20 first, then B22 wave-1 begins as B20 hands over.
Q_05What comes after wave-1?
Wave-2 typically begins 4–6 weeks after wave-1 close, with 50 developers. The Centre of Excellence handed over during wave-1 runs subsequent waves — B22 wave-1 is the last one NexITC delivers directly.
