- B14 · AGENTIC WORKFLOW AGENT BUILD™
- 8 WEEKS
Agent handles intaketo recommendation.Confidence thresholds are the deliverable.
A UAE financial services enterprise built an agentic workflow agent for a document-intensive origination process in eight weeks. The agent handles document intake, cross-source verification, and structured recommendation generation, with human handoff at defined confidence thresholds. The alternative — an "agent-first process transformation across the product portfolio" — was declined at scoping in favour of a single workflow slice with acceptance criteria on human-handoff quality, then evidence-based expansion.
N=1 ILLUSTRATIVE COMPOSITE — representative pattern for a UAE financial services enterprise operating at scale. Details drawn from patterns across NexITC engagements and market data. Not a specific client narrative.
THE SITUATION
The situation
The client is a UAE financial services enterprise operating across multiple product lines with substantial document-intensive origination volume — hundreds of thousands of origination submissions annually, processed across a workforce measured in the several hundreds for the operations function alone.
The Chief Operating Officer's team had run a proof-of-concept the previous quarter using a generative AI vendor's out-of-box platform. The proof-of-concept demonstrated feasibility on a sample dataset but did not translate cleanly into a production build: the vendor's platform assumed autonomous action patterns the entity's regulatory environment did not permit, the human handoff behaviour was not configurable to the entity's escalation protocols, and the "safe-to-act" governance the risk function required was absent from the platform's architecture.
The COO wanted a build that respected the entity's operational reality — regulated environment requiring defined human accountability, escalation protocols already established in the process, and the risk function's requirement that no agentic action occur above defined confidence thresholds without human sign-off. Two systems integrators had proposed platform-plus-integration engagements at AED 4-6M with 6-9 month timelines. Neither proposal addressed the confidence-threshold governance question with the specificity the risk function required.
THE SPECIFIC QUESTION
The specific question
The clinic conversation reframed the ask. The COO did not want a platform selection. The COO wanted an agent that would handle the intake-to-recommendation portion of the origination workflow, with the risk function's confidence-threshold requirements built into the agent's decision architecture rather than layered on top as a post-implementation control. The agent's confidence thresholds were the deliverable; the agent capability was the mechanism.
The Practice Lead's scoping response confirmed B14 as the right shape: eight-week Build engagement delivering the workflow agent for a defined workflow slice, with acceptance criteria measured against human-handoff quality on both sides of the confidence threshold — agent action quality above threshold, and human reviewer efficiency below threshold. Vendor-neutral on underlying LLM platform selection.
APPROACH AND TIMELINE
Approach and timeline
The engagement ran eight weeks across three overlapping workstreams.
Weeks 1-3 built the intake and verification layer: document ingestion pipeline, extraction against the entity's document schema, verification against internal databases and third-party sources per the origination workflow's requirements. Acceptance criteria: extraction accuracy on hold-out sample, verification completeness on required data points, latency within defined thresholds.
Weeks 3-6 built the recommendation layer with confidence-threshold governance: the agent generates structured recommendations against the origination workflow's decision framework, with confidence scoring calibrated per decision type. Confidence thresholds defined jointly with the risk function — high-confidence recommendations route to expedited human sign-off, low-confidence recommendations route to full human review with agent output as decision support, and defined edge cases route to escalation regardless of confidence.
Weeks 5-8 built the human-handoff and escalation integration: workflow integration into the operations team's existing case management system, escalation protocols aligned with existing procedural rules, audit logging comprehensive enough for the regulator's inspection requirements. Acceptance criteria: workflow completeness across all handoff paths, audit trail integrity, escalation protocol coverage against defined edge cases.
Practice Lead attendance ran across all eight weeks with weekly acceptance-criteria review sessions with the operations team and biweekly risk-function reviews on the confidence-threshold calibration.
WHAT WE RECOMMENDED AGAINST
What we recommended against
The recommendation the engagement was scoped to be willing to make.
Two elements the client's internal debate had assumed were in scope were recommended against during scoping.
The proposed agent-first transformation across the product portfolio — a broader scope element that would have applied agentic patterns across multiple origination workflows in parallel — was recommended out of scope. Multiple simultaneous agent builds would have compromised the confidence-threshold discipline that made this build defensible. Recommendation: build one workflow slice with confidence thresholds correctly calibrated and human-handoff behaviour proven; use six months of operational evidence to inform whether and how to expand to adjacent workflows; treat agent proliferation as sequential build, not parallel transformation.
The proposed autonomous action mode for high-confidence cases — an option the vendor proof-of-concept had demonstrated where the agent would complete origination decisions without human sign-off above a threshold — was recommended against for this workflow. The regulatory environment required documented human accountability on origination decisions regardless of the agent's confidence in the recommendation. Recommendation: agent produces structured recommendation with confidence score; human sign-off remains procedurally required; efficiency gain comes from human reviewer throughput on high-confidence cases (expedited sign-off review vs full case review), not from removing human accountability from the decision.
Both recommendations were accepted. The build stayed at one workflow slice with human sign-off retained across all confidence levels. The safe-to-act discipline was structural, not marketing language.
OUTCOMES
Outcomes
The agent was operational in production by end of Week 8 with the confidence-threshold governance and human-handoff protocols verified against the risk function's acceptance criteria. First-quarter operational measurement showed approximately 65% throughput improvement on high-confidence cases (expedited human sign-off vs full case review), sustained across the measurement quarter.
Low-confidence cases routed to full human review as designed, with agent output providing decision support that reduced case review time by approximately 25% versus pre-agent baseline. Zero autonomous decisions were taken above the confidence threshold — the safe-to-act discipline held structurally, verified through comprehensive audit logging.
The regulator's inspection of the agentic workflow, conducted in the second operational quarter, produced no adverse findings against the audit trail or the human-accountability protocols. The confidence-threshold governance model was cited by the entity's compliance function as a reference pattern for adjacent agentic workflows.
WHAT COMES NEXT
What comes next
The client is scoping the second workflow slice for a subsequent B14 build engagement, informed by six months of operational evidence from the first slice — including calibration adjustments to the confidence thresholds where the operational data supported them. The multi-agent portfolio operation is being scoped as a C9 Managed Agent Operations subscription for the following fiscal year.
